Circular on Fully Promoting Online “One-stop Service Platform” at the Integrated Final Inspection Stage of Building Construction Projects in Shanghai

All relevant agencies:

In pursuant to Pilot Implementation Plan of Review and Approval Reform of Construction Projects in Shanghai (H.F.G.[2018] No.14), Regulations on Integrated Final Inspection of Construction Projects in Shanghai (H.Z.J.G.F.L.[2018] No.10) and relevant documents, after research, it’s decided that since February 15, 2019, measure of online “One-stop Service Platform” will be fully promoted to process issues related to building construction projects in Shanghai via “Shanghai Construction Projects Review and Approval Management System” (that is so called Shanghai Construction Projects Joint Review and Sharing Platform , hereafter referred to as Review and Approval Management System), relevant matters are notified as follows

I. Scope of Implementation

Any building construction project, either new, upgrading or expansion one, that has been included in the reform implementation scope before February 15, 2019, and is yet to deal with final inspection and certificate of completion.

II. Application Platform

Application for final inspection and certificate of completion of building construction project shall be submitted via entry of review and approval management system on “One-stop Services Platform”. Every related department will no longer accept online application for final inspection through individual department portal.

III. Procedure

According to Guide to Procedures for Integrated Final Inspection of Building Construction Projects, Circular of Online Submission and Related Requirements on Electrical Completion Documents (including drawings) of Integrated Final Inspection of Building Construction Projects and other regulations (detailed provisions will be issued separately), owner companies shall fill out online application form and submit relevant drawings and documents via review and approval management system. Construction departments shall coordinate among relevant specialty departments to conduct integrated final inspection of completed buildings and issue online specialty opinions of final inspection and certificate of completion.

IV. Other Matters of Concern

(I). Since the effective date, owner companies whose projects have passed planning, land and other specialty inspections shall apply for integrated final inspection via review and approval management system; projects that have archived documents of completed building shall be exempt from uploading building completion archive.

（II）All administrative services counters of relevant departments shall only provide consulting services and won’t accept application for final inspection of building construction project. All administrative services counters of relevant departments will gradually move to municipal and district government services halls where integrated services will be provided.

(III). Construction departments and specialty departments related to final inspection shall pay high attention to integrated final inspection reform and its development, improve consulting and instructional services during the process and set up services hotline.
